A note about reading the Action Plan: It is formatted to be printed double-sided and then folded in the middle like a booklet. To read online, please start on the right frame of the first page and then proceed to the left frame of the second page, continuing alternating sides until the last page and then reading the remaining frames back towards the first page again.
